They have past commits via PRs

One thing to take into consideration. If they are not announced till
first commit. How do other developers know to look out for such? What
if they break something and the mentor does not catch? Then other
developers just discover. Plus there is also who is this new person
committing aspect.

I thought it was always traditional to announce as soon as they become
a developer and could commit. Not till after they make their first
commit. Which may be a surprise to others.

Is this no announcement till after first commit documented in policy
some where? I do not recall it to be such.

It looks like per the format part of the bug comment is that the
announcements go out.
https://wiki.gentoo.org/wiki/Project:Recruiters/Recruiting#For_setting_up

Which looks like
https://bugs.gentoo.org/show_bug.cgi?id=616280#c5
https://bugs.gentoo.org/show_bug.cgi?id=620766#c3

Bot those also say
Automatic:
- gentoo-core
- gentoo-dev-announcement

Thus part of the confusion with policy, process, what ever.
