I'm not entirely sure your experience bears out. I've seen exclusions in |

the time I've been involved with Gentoo, and on very debatable grounds. |

I also see no particular effort to balance this out with an increased |

effort on the part of the recruiters project, although I do see that the |

basic manpower has been largely maintained and not allowed to completely |
