25 If you want to say anything about enforcement in the CoC remind readers
26 that everyone is responsible for enforcement. Its key to defusing the
27 situations covered by the CoC that a reminder is delivered very
28 quickly. That's in part why the Proctors project failed ... the
29 elapsed time between an incident arising and a response. Even a few
30 hours is too long.
