[gentoo-nfp] Re-iterate: June 2018 Bylaw updates

Hello,

Back in June 2018 a few Bylaw updates were submitted for the Trustees. 
Since they haven't been processed yet, I'd like to re-submit them
for the next meeting.

2. Unifying and clarifying inactive member removal.

Includes changes discussed in thread:

a. removes special treatment of Gentoo devs -- everyone is removed
by inactivity, and accepted through contributions (being a Gentoo dev
being one of the ways of contributing).

b. restores the original precise wording of how members are removed.
