9 maintainer-needed isn't a herd, it's an alias. On the same subject,
10 no-herd isn't legal in metadata.xml either. Both of these are
11 metastructure policy matters, so changing them requires a GLEP.

13 A GLEP probably wouldn't be a bad idea, either... The way the tree is
14 maintained has changed considerably over the past few years. In
15 particular, herds are no longer a fallback for when the maintainer
16 (single person) is not available.
