Problem resolution is first and foremost supposed to be handled by Team Lead.
Only in severe cases brought to Comrel. which need not exist. So without that,
it would be Council, only in very rare cases.

The KEY being TEAM LEADS, which are sorely lacking all around in Gentoo. Team
Leads resolve any issues within their project. If a problem crosses projects,
Team Leads from each project work together to resolve said issue.

Team Leaders work directly with those and have better knowledge of the
individuals, their lives, and the impact on Gentoo. Comrel is complete
detached and lacks this crucial information and connection.

I had a real issue in the past, which Robin H Johson <robbat2> being Team
Lead, resolved and it NEVER made it to Comrel. What did make it to Comrel
years later was a joke... Given members of Comrel took direct part in the
problem, a direct conflict of interest.
