30 Better to use Wilikins for this, the same way as Wilikins note
31 service works: when dev performs some action, because just joining
32 the channel may be done automatically (e.g. during startup or
33 reconnection after network problem) and message may be lost.

40 People may consider this as spam. It may be acceptable to message
41 only those who had not yet voted, but no more. IMHO better to do
42 this 3 days, 2 day and 1 day before the deadline. Every 5 hours may
43 be irritating and chances are high that dev will not be available
44 during the last day for one reason or the other (ISP failure, power
45 failure, too busy IRL, travelling, etc).
