37 What worries me is that we've reached the point where we need the
38 Council to define a policy for adding simple text file to packages.
39 If maintainers can't work things out then a policy can't fix that. We
40 simply can't have a policy for every single bit. If maintainers refuse
41 as responsible adults then the problem is deeper. Having to read the
42 rulebook everytime we want to commit something takes the fun away.
