What worries me is that we've reached the point where we need the |

Council to define a policy for adding simple text file to packages. |

If maintainers can't work things out then a policy can't fix that. We |

simply can't have a policy for every single bit. If maintainers refuse |

as responsible adults then the problem is deeper. Having to read the |

rulebook everytime we want to commit something takes the fun away. |
