9 I would argue that after a certain time window passes the reporter starts to
10 think that comrel doesn't care about the issue,
11 and the reportee would not like it either if action was taken
12 against them for something they did 6 months ago. Imo comrel
13 reports/complaints/whatever you want to call them are time sensitive.
