16 Over the last 4-5 years while I was a Gentoo developer, the council was
17 actively involved in all aspects of steering the distribution. E.g. the code
18 of conduct was explicitly handled there.

20 The foundation, over these years, in contrast, was a quasi-defunct body whose
21 main activity was to hand money to infra. At least in my perception, but I
22 assume that this perception applies to more people.

24 Now, there are no fundamental reasons why the entire metastructure of Gentoo
25 should not be reorganized one day. However, even if you say that the current
26 trustees are active and willing to do work much better than done previously,
27 before they gain more powers they have to acquire a track record and the trust
28 of the developer community.
