Over the last 4-5 years while I was a Gentoo developer, the council was |

actively involved in all aspects of steering the distribution. E.g. the code |
| 18 |
of conduct was explicitly handled there. |

The foundation, over these years, in contrast, was a quasi-defunct body whose |

main activity was to hand money to infra. At least in my perception, but I |
| 22 |
assume that this perception applies to more people. |

Now, there are no fundamental reasons why the entire metastructure of Gentoo |

should not be reorganized one day. However, even if you say that the current |

trustees are active and willing to do work much better than done previously, |

of the developer community. |
