Over the last 4-5 years while I was a Gentoo developer, the council was |

actively involved in all aspects of steering the distribution. E.g. the code |

of conduct was explicitly handled there. |

The foundation, over these years, in contrast, was a quasi-defunct body whose |

main activity was to hand money to infra. At least in my perception, but I |

assume that this perception applies to more people. |
